Birth Certificate Apostille in Goa: From Registrar to MEA
Most families asking about a birth certificate apostille in Goa hold a certificate from a village panchayat secretary, a municipal council or the Medical Superintendent of Goa Medical College. All of these registrars work under the Chief Registrar of Births and Deaths, who is the Director of Planning, Statistics and Evaluation at Porvorim. INFINITYGRO prepares the original for the MEA apostille and returns it by tracked courier.

Who are the registrars of births in Goa? Goa's registrars are village panchayat secretaries, the commissioners or chief officers of municipal councils and the Corporation, and the Medical Superintendent of Goa Medical College. Their original certificates qualify for birth certificate apostille in Goa after attestation by a notary and SDM in Delhi, or by the Home Department at Porvorim, followed by the MEA apostille.
How Goa Organises Birth Registration
Goa runs a compact system. The Directorate of Planning, Statistics and Evaluation (DPSE) holds the office of the Chief Registrar of Births and Deaths, and its Director is the Chief Registrar. According to the DPSE, the state has 206 registration units.
Each unit has a registrar. In villages it is the panchayat secretary. In towns it is the commissioner or chief officer of the municipal council, or of the Corporation of the City of Panaji. Births at Goa Medical College are registered by its Medical Superintendent. Registrars may appoint sub-registrars with the Chief Registrar's approval.

Digitally Signed Copies From rbd.goa.gov.in
Goa's online portal at rbd.goa.gov.in offers digitally signed birth certificates for records from 1971 to date. The portal states that these online certificates are valid for official purposes. That is useful if your old certificate is faded, handwritten or laminated.
Before you order a copy for apostille, send us a scan or the PDF. We check whether the digital signature details can be verified at the attestation stage, or whether a signed paper copy from the registrar will move more smoothly.
Laminated certificates cannot be stamped on the back. A fresh copy is usually the simplest fix.
If you were born before 1971, the portal will not have your record online. In that case, apply to the registrar of the panchayat or municipality where the birth was registered for a certified extract.
Birth Certificate Apostille in Goa, Step by Step
- Share a scan with us on WhatsApp.
- Courier the original and a passport copy of the person named to our Delhi office.
- On the Delhi route, a notary attests the certificate and an SDM in Delhi countersigns.
- We lodge it with the MEA through an authorised outsourced centre, since individuals cannot submit at the counter.
- The MEA places the apostille, and we courier it back by Blue Dart or a similar tracked service.
The state route instead uses the Under Secretary Home-II at Porvorim, under an August 2026 SOP, before the MEA. The MEA has also authorised RPO Goa to issue apostilles. Ask us which path fits your destination.
Clients in Panaji and the Rest of Goa
In Panaji, birth certificates are issued by the Corporation of the City of Panaji. Babies born at Goa Medical College in Bambolim are registered by the hospital's Medical Superintendent, so the certificate names GMC as the place of registration. Villages around the capital use their panchayat secretary.
Goa clients send originals to us by courier. Home pickup is not part of our service. If you happen to be in Delhi NCR, you can drop the document at our New Ashok Nagar office. Fees on the Delhi route are Rs 1,000 to Rs 1,500 per document, all inclusive, with courier extra.
Families from Margao, Mapusa, Vasco and Ponda follow exactly the same steps. Only the registrar named on the certificate changes.
Fixing the Record Before the Apostille
The MEA only confirms the signature of the attesting officer. It never edits the certificate. Correct errors with the registrar first.
- Missing child's name: added free within 12 months of registration, and with a fee up to 15 years.
- Late registration: allowed under Section 13 of the 1969 Act with the prescribed fee and permissions.
- Parents' names that differ from passports: an affidavit may be needed.
A Goa government notice also states that birth and death certificates carry no limit on validity, which helps if an office questions an older copy.
Why Goans Abroad Ask for It
Goa has strong family links with the UK, Portugal and the Gulf. Families need an apostilled birth certificate for a child's passport or visa abroad, school admission, residence permits, citizenship by descent claims and OCI-related use at a foreign office.
Portugal and the UK accept the apostille. The UAE, Qatar and Kuwait do not, and need MEA attestation plus embassy legalization through our embassy attestation service.
Cost and Timing for Birth Certificate Apostille in Goa
The MEA fee is Rs 50 for each document. On the Delhi route, our all-inclusive charge of Rs 1,000 to Rs 1,500 per document covers the notary, the SDM, the MEA fee and our service. Courier to and from Goa is billed separately.
Once the original reaches our office, the Delhi route usually takes 2 to 3 working days. We send you a WhatsApp update when the packet arrives, when it is lodged with the MEA, and when it leaves with a tracking number. If you need certificates for two or three children, each is a separate apostille, but they travel and return together.
Language and Translation
Goa certificates are usually in English, so many destinations accept them as they are. A Portuguese, Spanish or other foreign office may still want a certified translation. We arrange translation in all major languages through our translation service, and we can tell you whether the translation also needs its own apostille.
