Who attests a Daman or Diu birth certificate on the state route? The MEA lists the Deputy Secretary (Home) in Silvassa, the Deputy Collector or SDM in Daman, and the Collector in Diu. For birth certificate apostille in DNH and Daman Diu, many clients instead use the Delhi route, where a notary and an SDM in Delhi attest the original before the MEA adds the apostille.
One Union Territory, Three Districts
Dadra and Nagar Haveli and Daman and Diu became a single Union Territory in 2020, but its three districts are far apart. Silvassa sits inland near the Gujarat and Maharashtra border. Daman is on the coast to the north. Diu is an island off the Saurashtra coast of Gujarat.
For births, the national Registration of Births and Deaths Act, 1969 applies. The birth is registered by the registrar of the local area where it happened, and that registrar's certificate is the document that goes for apostille.
Because the districts are so far apart, it helps to know exactly which registrar issued your certificate. The office name and registration number are printed on it.

The UT's Own Attesting Officers
The MEA's list of designated authorities gives this Union Territory three attesting offices, one per district:
- Silvassa: Deputy Secretary (Home)
- Daman: Deputy Collector or SDM
- Diu: Collector
On the state route, the certificate is attested by the office for its district and then sent to the MEA. Use this route when a receiving office abroad has asked for UT-level attestation.
Birth Certificate Apostille in DNH and Daman Diu Through Delhi
The Delhi route accepts personal documents from every state and UT. A notary attests the original, an SDM in Delhi countersigns, and the MEA adds the apostille through an authorised outsourced centre. It usually takes 2 to 3 working days after we receive the original. For this route we charge Rs 1,000 to Rs 1,500 per document, everything included except courier.

Choosing Between Delhi and the District Office
Our usual advice is simple. Use the Delhi route unless a receiving office has named UT attestation. The Delhi route works the same for all three districts, and we control the timing from our office.
The district route can make sense if you live near the attesting office and the foreign authority specifically wants it. In that case, the certificate is attested in Silvassa, Daman or Diu and then comes to us for the MEA stage. Silvassa, Daman and Diu
Silvassa. Families from Dadra and Nagar Haveli, including the many who work in the area's industrial units, hold certificates from the local registrar in Silvassa or the surrounding villages.
Daman. Certificates come from the registrar for Daman's municipal or village area.
Diu. The island has its own local registration, and its state route attestation is with the Collector.
From any of the three, courier the original with a passport copy of the person named to our New Ashok Nagar office. There is no home pickup. We return the apostilled certificate by Blue Dart or another tracked courier.
Checks Before You Post It
- Original certificate only. Photocopies are not apostilled.
- No lamination, since the stamp goes on the back.
- Child's name filled in. A missing name is added free in the first year after registration, and for a fee within 15 years.
- Parents' names that match their passports, or an affidavit ready.
- Late registrations already completed under Section 13 of the Act.
For children born after 1 October 2023, the birth certificate is the single proof of date of birth under the amended Act. Older certificates remain valid.
Gujarati, Hindi or English Text
Depending on the district and the year, a certificate may be in English, Hindi or Gujarati, or a mix. A receiving office abroad usually wants an English version and sometimes its own language. Which route is faster for a Diu certificate?
The Delhi route usually takes 2 to 3 working days once we have the original. The state route timing depends on the Collector's office, so we suggest it only when a receiving office asks for it.
Do I have to visit your office?
No. Courier the original to us. Delhi NCR clients may drop off and collect in person.
Is each certificate a separate apostille?
Yes. Every document gets its own apostille and MEA fee.
Does the MEA check the details on the certificate?
No. It confirms the signature of the attesting officer only.
Can a certificate downloaded online be apostilled?
Send us the file first. If its digital signature can be verified, it may go forward. Otherwise a signed copy from the registrar is safer. Reach us through the contact page.
Can you return the certificate to Diu?
