Birth Certificate Apostille in Delhi for MCD and Older Records
A birth certificate apostille in Delhi begins with the certificate your local registering body issued, which for most residents is the Municipal Corporation of Delhi. The Director of the Directorate of Economics and Statistics serves as Chief Registrar of Births and Deaths for the NCT of Delhi and oversees the whole system. We take the certificate from there through notary, SDM and MEA stages.

Who keeps birth records in Delhi
Births in Delhi are registered under the Registration of Births and Deaths Act, 1969. The Directorate of Economics and Statistics also works as the Office of the Chief Registrar. Its Director is the Chief Registrar for the NCT of Delhi.
Day-to-day registration is done by local bodies. Inside MCD areas, the MCD Health Department runs it. Its service rules describe a chain from the Deputy Health Officer to the Registrar and Sub-Registrar. Certificates come out of Citizen Service Bureaus from a computerised system, and the details are copied word for word from MCD records.
If the birth took place in an area outside MCD, the record sits with the body that covers that area. Ask that office for the certificate.

Steps for a birth certificate apostille in Delhi
Delhi residents have the shortest path of any state, because the SDM stage happens in the same city as the MEA.
- Check the certificate. We confirm it is an original, unlaminated, and that names match the passport.
- Notary. A notary attests a copy kept with the original.
- SDM. The Sub-Divisional Magistrate in Delhi attests the document.
- MEA. The CPV Division apostilles it through an authorised outsourced centre.
Some receiving offices prefer the state route. Here the Deputy Secretary Home (Passport) at the Delhi Secretariat authenticates the certificate before it goes to the MEA. Read more on the MEA apostille process.
Missing name or late registration
Many parents register a birth before choosing a name. MCD announced in 2022 that parents can add the name online, with automatic approval, up to four years after the birth. A certificate without the child's name is rarely accepted abroad, so fix this before apostille.
Births should be reported within 21 days. When a birth was never registered, the Delhi Revenue Department handles delayed registration orders. You apply at the SDM office for the area of birth. The draft order goes to the local police station for verification unless a school leaving certificate shows the date of birth. After a positive report, the SDM sends the order to MCD, which then registers the birth.
Handwritten certificates and the 2023 amendment
The RBD (Amendment) Act, 2023 came into force on 1 October 2023. It makes the digital birth certificate a single document that proves date of birth. Births are also recorded on the Civil Registration System of the Registrar General of India.
Older Delhi certificates are often handwritten or typed on pre-printed forms. The MEA can still apostille them if the signing officer can be verified. Some embassies and foreign schools, however, ask for a fresh computerised copy. MCD's service rules show that copies from old manual records take longer to issue than digitised ones, so request one early.

Families from nearby NCR towns often use the same Delhi route. The SDM stage is the main reason it is quick.
Countries that accept the apostille
The UK, USA, Canada, Australia, Saudi Arabia, Oman, Bahrain and most of Europe accept an Indian apostille. India has been part of the Hague Convention since 14 July 2005.
Three groups need something else:
- China: India objected to China's accession, so the apostille does not apply between them.
- Germany: it verifies Indian documents through its embassy.
- UAE, Qatar, Kuwait, Egypt: MEA attestation plus embassy legalization. See our embassy attestation service and UAE attestation charges.
