Birth Certificate Apostille in Assam for Use Abroad

Families who need a birth certificate apostille in Assam usually hold a certificate issued under the Director of Health Services, who acts as Chief Registrar of Births and Deaths for the state. Before the Ministry of External Affairs can add its apostille, an authority in India must first confirm the signature on that certificate. INFINITYGRO Attestation handles this chain for clients across Assam by courier from our Delhi office.

Quick answer

Can a birth certificate issued in Guwahati or a district of Assam be apostilled for use abroad? Yes. A birth certificate apostille in Assam starts with an original, registered certificate from a local registrar in the state. It is then verified either through the Delhi route (notary and SDM) or through the Home and Political Department at Dispur, and after that the MEA places its apostille. Each certificate is apostilled as a separate document.

Who registers births in Assam

Assam runs birth registration through its health department. The Director of Health Services is the Chief Registrar for the whole state. Each Deputy Commissioner works as District Registrar, and Joint Directors of Health Services act as Additional District Registrars.

The certificate itself usually comes from a local registrar. In hospitals this is the superintendent or a designated officer. At Community Health Centres and Primary Health Centres it is the officer in charge. In towns, the Guwahati Municipal Corporation and other urban local bodies register births inside their limits. Look at the seal on your certificate to see which office issued it, because that office is the one whose signature gets checked.

Late registration and a child's name added later

A birth should be reported within 21 days. Assam's own service notes follow the national scale for delays. Between 21 and 30 days a small late fee applies. From 30 days to one year, the District Registrar must give written permission. After one year, an order from a magistrate is needed before the entry can be made.

Many older certificates in Assam were issued without the child's name. Receiving offices abroad often reject these. Ask the registration unit that holds the record to enter the name and issue a fresh extract before you start the apostille. The same applies to faded or handwritten certificates if the foreign office wants a computerised copy.

Two routes for birth certificate apostille in Assam

The MEA does not know every registrar's signature, so a state or Delhi authority confirms it first. You can choose between two paths.

  1. Delhi route. A notary attests the certificate, the SDM in Delhi verifies it, and then the MEA adds the apostille. This usually takes 2 to 3 working days once we hold the document.
  2. State route. The Joint Secretary in the Home and Political Department at Dispur verifies the certificate, and it then goes to the MEA.

Most foreign offices accept either. Pick the state route only when the receiving office asks for state verification. Read more about the final stage on our MEA apostille page.

What to send us

  • The original birth certificate (not a photocopy, not laminated)
  • A copy of the passport of the person named on the certificate, or of a parent for a minor
  • A short note of the destination country and purpose
  • An affidavit if the name on the certificate differs from the passport

Certificates with Assamese or Bengali text usually need a certified translation for the foreign office. Our team can organise a certified translation alongside the apostille.

Clients in Guwahati and Dispur

Guwahati is the main source of our Assam files. Births in the city are usually registered either at the hospital or with the Guwahati Municipal Corporation. Dispur, the capital area inside Guwahati, houses the Home and Political Department used for the state route.

We do not offer home pickup in Guwahati or Dispur. Send the originals to our Delhi office by a tracked courier. We return them after the apostille through Blue Dart or a similar secure service. Clients from other districts follow the same courier process.

Where an apostilled Assam birth certificate is used

Common uses include a child's passport or visa abroad, school admission overseas, residence permits, citizenship by descent and OCI-related use in another country.

The apostille works in Hague Convention countries such as the UK, USA, Canada, Australia, Saudi Arabia, Oman and Bahrain. It does not work for China or Germany. The UAE, Qatar and Kuwait need embassy legalization instead, which we handle through our embassy attestation service.

The MEA checks only the signature of the authenticating officer. It does not verify what the certificate says, so errors must be fixed at the registrar first.

Digital certificates after the 2023 amendment

The Registration of Births and Deaths (Amendment) Act, 2023 came into force on 1 October 2023. It made the digital birth certificate a single document to prove date of birth. Registrars in Assam now record births through the Civil Registration System run by the Registrar General of India.

For a birth certificate apostille in Assam, the receiving country normally wants a printed certificate carrying the registrar's signature and seal. If you only have a downloaded copy, ask the registration unit for a signed extract. Old certificates issued years ago may also be reissued in the current computerised format on request.

Questions

Assam birth certificate apostille FAQs

Is the certificate from Guwahati Municipal Corporation accepted?

Yes. A certificate issued by a registrar of the Guwahati Municipal Corporation is a valid registered certificate and can be apostilled through either route.

My certificate has no child's name. Can it still be apostilled?

The MEA can apostille it, but many foreign offices refuse a certificate without the name. Get the name entered with the registrar who holds the record and use the new extract.

Can I submit the certificate at the MEA myself?

No. Since July 2012 the MEA accepts documents only through its authorised outsourced centres, so individuals cannot hand them in at the counter.

Is a birth certificate apostille in Assam valid in Germany?

No. Germany does not accept Indian apostilles and checks Indian documents through its own embassy. We can advise on that process.

Which route is better for a birth certificate apostille in Assam?

The Delhi route is the usual choice and is accepted for most purposes. Use the Dispur state route only if your receiving office asks for state verification.

How long is the apostille valid?

The apostille has no expiry of its own. Some receiving offices want a recently issued certificate, so check with them before you apply.
