Birth Certificate Apostille in Punjab for NRI Families
A birth certificate apostille in Punjab usually involves a certificate issued by the Department of Health and Family Welfare, through a Sewa Kendra or the e-Sewa portal. Many Punjabi families need it for children joining parents in Canada, the UK or Australia. We take the certificate through notary, SDM and the MEA from our Delhi office.

Can a digitally signed Punjab birth certificate from e-Sewa be apostilled? Yes, if you give us a proper printed copy. Punjab issues many certificates through e-Sewa with a digital signature and a QR code for checking. For birth certificate apostille in Punjab we use the Delhi route of notary, SDM and MEA, or the state route through the NRI Affairs Department. The MEA charges Rs 50 for each certificate.
Who signs Punjab birth certificates
Punjab gives birth registration to its Department of Health and Family Welfare. A 2022 state notification under Punjab's public service delivery law lists the officers responsible.
- In villages, the local registrar is usually the ANM.
- In towns and cities, it is the Medical Officer of Health or the EOMC registrar.
- At district level, the Civil Surgeon acts as District Registrar.
Municipal corporations such as Mohali also issue birth certificates for their areas. Whoever issues it, the certificate is a public record under the Registration of Births and Deaths Act, 1969.

Sewa Kendras, e-Sewa and digital signatures
Most Punjab residents apply at a Sewa Kendra. The same 2022 notification adds two days to the service time when an application comes through a Sewa Kendra.
Certificates issued through the e-Sewa Punjab portal carry a digital signature. The state's Governance Reforms department said that such certificates need no physical stamp or hologram. Anyone can check them with the serial number or QR code.
For apostille, print the certificate cleanly on good paper. Do not shrink it to fit or print it in two halves. Keep the QR code sharp and readable. The MEA checks the authenticating signature in its own system, so we confirm the certificate is suitable before filing it.
Adding a name or correcting an entry
Punjab's notification sets separate time limits for adding a name within the current year and for correcting entries, in both rural and urban areas. The Mohali corporation points to the Connect Punjab portal for adding a name to a birth certificate.
Do this before the apostille. Foreign immigration officers compare the child's certificate, passport and visa form. A missing name or a different spelling can hold up the whole family's file.
If the father's or mother's name is spelt differently from their passports, bring this up with us early. An affidavit is often the fix.
Routes for birth certificate apostille in Punjab
Delhi route
We get the certificate notarised and attested by the SDM in Delhi. The MEA then apostilles it. Our all-inclusive charge is Rs 1,000 to Rs 1,500 per document. Once we have the original, it usually takes 2 to 3 working days.
Punjab state route
The Department of NRI Affairs, Punjab, is the designated authority in the MEA list. After its authentication, the certificate goes to the MEA. We use this route when a receiving office asks for state-level checking.
Both routes end at the MEA CPV Division. See MEA apostille in India.
Ludhiana, Jalandhar, Amritsar and Patiala
Our clients from Punjab come mostly from Ludhiana, Jalandhar, Amritsar and Patiala. Doaba towns around Jalandhar send many certificates for family visas to Canada and the UK.
Since our office is in Delhi, Punjab families courier the original to us. A relative in Delhi can also drop it at C-5 A/2, New Ashok Nagar. We return it by Blue Dart or another tracked courier. We do not offer home pickup anywhere.
Families in Amritsar and Patiala often need several certificates at once, for each child in the family. Each certificate is a separate apostille, so count the originals you need before you post them.
WhatsApp us a photo of the certificate first. We can tell you whether it is likely to need a fresh copy, and what else to include in the packet.
Using the apostilled certificate abroad
The certificate supports a child's passport or visa, school admission, citizenship by descent, residence permits and OCI-related use. Canada, the UK, the USA, Australia and most European countries accept the apostille. Saudi Arabia, Oman and Bahrain also do.
Germany and China are exceptions, and so are UAE, Qatar, Kuwait and Egypt. For the Gulf states we arrange MEA attestation and embassy legalization through our embassy attestation service.
A Punjabi or Hindi section on the certificate may need translating. We provide certified translation in all major languages.
Older Punjab certificates
Older certificates in Punjab were often written by hand on printed forms. Under the RBD (Amendment) Act, 2023, in force from 1 October 2023, the digital certificate is now the single proof of date of birth for new registrations.
The MEA can apostille an old certificate if the signature can be verified. Some consulates prefer a recent computerised copy. If the receiving office asks for one, apply at a Sewa Kendra for a fresh copy before sending it to us.
- Original certificate, not a photocopy
- Passport copy of the child or a parent
- Not laminated
