Birth Certificate Apostille in Uttar Pradesh for Use Abroad

A birth certificate apostille in Uttar Pradesh starts with a certificate printed from the Civil Registration System, which every registration unit in the state was told to use from 1 February 2020. In cities the certificate usually comes from the Nagar Nigam health office, and in villages from the gram panchayat registrar. INFINITYGRO then takes it through notary, SDM and the MEA in Delhi.

Quick answer

Can a UP birth certificate from a Nagar Nigam or village registrar be apostilled for a passport or visa abroad? Yes. A birth certificate apostille in Uttar Pradesh is possible for certificates issued by a municipal corporation, nagar palika or gram panchayat registrar. The original goes to a notary and SDM in Delhi, then to the MEA, which charges Rs 50 per document. Older handwritten copies may need a fresh computerised certificate first.

Who records a birth in Uttar Pradesh

Every birth in the state is entered by a local registrar working under a district registrar. In towns and cities this job sits with the urban body. A municipal corporation such as Lucknow, Kanpur or Agra runs it through its health wing, and smaller towns use the nagar palika or nagar panchayat office.

In rural areas the entry is made at the panchayat level. Hospitals and private nursing homes report births to the registrar as information providers. The district Chief Medical Officer and the district registrar give these hospitals their user IDs on the national software.

So the name printed on your certificate as the issuing registrar tells you which office to contact if anything needs correcting before the apostille.

Old e-district copies versus CRS certificates

Before 2020, many UP certificates were produced through state e-district and e-city systems. A circular from the Chief Secretary closed those parallel systems after 31 January 2020 and moved every registration unit to the Civil Registration System (crsorgi.gov.in) from 1 February 2020.

This matters abroad. A consulate or school may compare your copy with the current format. If yours is an old handwritten extract or an early e-district printout, the receiving office may ask for a fresh computerised copy.

If your record predates the switch, ask the same registrar for a new extract from the register. The registration number usually stays the same.

Birth certificate apostille in Uttar Pradesh: the two routes

Most families from UP choose the Delhi route. It works the same way for a certificate from Gorakhpur as for one from Noida.

  1. Send the original certificate and a passport copy by courier.
  2. A notary in Delhi verifies the document.
  3. The SDM in Delhi countersigns the notary.
  4. The MEA (CPV Division) adds the apostille through its authorised outsourced centre.
  5. The apostilled original returns to you by Blue Dart or a similar tracked courier.

The state route uses the designated officer of the UP government in Lucknow before the MEA. Use it only when the receiving office asks for state attestation. Read more on our MEA apostille page.

Late entries and a child's name added later

Parents in UP often register the birth on time but without a name. The Act allows the name to be added later through the registrar, within a time window set by the rules. Once the name is entered, ask for a fresh certificate that shows it. MEA will apostille what is printed, so a blank name field abroad can cause a rejection.

A birth reported very late needs extra approval. Since the 2023 amendment, an order from the District Magistrate, SDM or an authorised Executive Magistrate is needed for entries made after one year. Keep that order with your file.

  • Spelling must match the passport.
  • If it does not, an affidavit is usually needed.

Lucknow, Kanpur, Agra and Noida certificates

Lucknow: The Lucknow Municipal Corporation issued its first digitally signed certificate on 1 April 2013, signed by the Nagar Swasthya Adhikari. Citizens apply through Common Service Centres, of which Lucknow had 141 at that time.

Kanpur and Agra: Both have their own Nagar Nigam registration units. Hospital births are reported to the corporation office for the zone.

Noida: Gautam Buddh Nagar families can drop documents at our Delhi office in New Ashok Nagar. Clients from the rest of UP courier their originals to us.

Hindi certificates and translation

Many UP certificates carry Hindi headings, Hindi names or both languages. Countries that work in English, French, Spanish or Arabic often want a certified translation attached. We arrange this through our translation service, so the apostilled original and the translation travel together.

Check that the English spelling on the certificate matches the passport exactly. A mismatch between a Hindi name and its English form is a common reason for a second trip.

What to put in the envelope from UP

A complete packet saves a round trip. Before you seal it, check the certificate against the passport of the child and of each parent named on it.

  • The original certificate, not laminated and not a photocopy
  • A clear passport copy of the person named, or of a parent for a minor
  • The country where the document will be used
  • Any affidavit or magistrate order linked to a late entry or name change
  • A phone number on WhatsApp for updates

If you hold certificates for two children, each one is a separate apostille. The same applies to a parent's own birth certificate sent in the same packet. For the full process across India, see our birth certificate apostille guide.

Where families use the apostilled certificate

Parents use it for a child's passport or visa abroad, school admission, residence permits and citizenship by descent. It is also used in OCI-related matters overseas.

Remember the limits. China and Germany do not accept the Indian apostille. The UAE, Qatar and Kuwait need MEA attestation and embassy legalization instead, which we handle through our embassy attestation service.
