Your Guide to Birth Certificate Apostille in Odisha
Birth certificate apostille in Odisha usually involves a certificate issued by an urban local body, where the City Health Officer, Health Officer or Executive Officer is the declared registrar. Odisha runs its own birth and death portal at birthdeath.odisha.gov.in. INFINITYGRO takes the original from there through notary, SDM and the MEA.

Can I get my daughter's Bhubaneswar birth certificate apostilled without travelling to Delhi? Yes. Courier the original certificate and a passport copy to our Delhi office. Birth certificate apostille in Odisha on the Delhi route needs a notary and the SDM to verify the registrar's signature, then the MEA adds its apostille. We return the document by tracked courier. You never need to visit Delhi or the MEA yourself.
Who issues birth certificates in Odisha
In towns and cities, each urban local body has a registrar of births and deaths. Odisha district websites name this officer as the City Health Officer, the Health Officer or the Executive Officer of the urban body, depending on its size.
Bhubaneswar, Cuttack and other municipal corporations have a City Health Officer. Smaller municipalities and notified area councils usually have an Executive Officer in the role. In rural areas the entry is made at the local registration unit for the area.
The registrar's name, seal and signature on your certificate are what the notary and SDM verify.

The birthdeath.odisha.gov.in portal
Odisha has a dedicated state portal for birth and death services. Once a birth is registered with the local body, a family can apply for the certificate there and print a token for the application. Forms are also available at the local body office.
The Department of Health and Family Welfare lists birth and death certificates among services with a fixed delivery time of one week after an application. Apply early if you have a travel date, because the apostille can only start once you hold the original.
If the birth was never registered, the portal cannot help until the local body makes the entry. Start with the registrar's office for the area where the birth happened, and take the hospital discharge papers and the parents' identity documents with you.
Birth certificate apostille in Odisha: choosing a route
Two routes lead to the MEA.
- Delhi route: notary in Delhi, then SDM, then the MEA's CPV Division through its authorised outsourced centre.
- State route: the Home Department of the Odisha government in Bhubaneswar authenticates the certificate first, and the MEA then adds the apostille.
Most families use the Delhi route because we can manage it entirely from our office. The state route makes sense only when a receiving office abroad asks for state attestation. Our MEA apostille page explains what the MEA checks.
Bhubaneswar families
Children born in Bhubaneswar hospitals are registered with the city's urban local body, and the City Health Officer or a designated officer signs the certificate. If yours is an old paper extract, consider asking for a fresh copy before sending it to us.
Bhubaneswar clients courier their originals to our office at C-5 A/2 New Ashok Nagar, Delhi 110096. Families from Cuttack, Rourkela, Berhampur and Sambalpur do the same. There is no home pickup service.
Families who moved out of Odisha years ago still deal with the registrar of the town where the child was born. If you live in another state now, a relative can often visit that office for a fresh copy on your behalf, subject to the local body's own rules.
Odia entries and certified translation
Many Odisha certificates are printed in Odia and English, and some older ones are mostly in Odia. A consulate or school in a non-English country will often ask for a certified translation.
We arrange translation in all major languages through our translation service. Check the English spelling of each name against the passport first. A transliteration that differs by one letter is enough for a visa officer to query the file.
Older certificates sometimes show only the parents' names and not the child's. Treat that as a blank name field and get it updated before translation, so you do not pay to translate a document that will be replaced.
When the birth was registered late or without a name
The central Act expects births to be reported within 21 days. A birth reported after one year needs a magistrate's order. Since the 2023 amendment, this order can be given by the District Magistrate, the SDM or an Executive Magistrate authorised by the DM.
If the name was not entered at registration, give it to the registrar and ask for a new certificate showing it. Send that new certificate for the apostille, not the old one with a blank name.
Keep any magistrate order or affidavit with the certificate. Some consulates ask to see how a late entry was made.
Where the apostilled certificate is accepted
Families use it for a child's passport or visa abroad, for school admission, for residence permits and for citizenship by descent. It is accepted in Hague member countries, including the UK, USA, Canada, Australia, Saudi Arabia, Oman, Bahrain and most of Europe.
It does not work for China or Germany. Countries outside the Convention, such as the UAE, Qatar, Kuwait and Egypt, need MEA attestation and embassy legalization. We handle that through our embassy attestation service.
Packing the certificate for courier
- Original certificate, flat and unlaminated
- Passport copy of the child, or of a parent
- The destination country
- Any affidavit for a spelling difference
Each certificate gets its own apostille. If you are sending documents for more than one family member, list them in your message so we can confirm the total before you post. For the national overview, see our birth certificate apostille guide.
