Births reported long after the event can still be registered under the national Act, though delays beyond a year need a magistrate's order. Older handwritten certificates may need a fresh computerised copy if the foreign office asks for one.

Delhi or Imphal: which verification to choose
On the Delhi route, a notary attests the certificate and the Delhi SDM confirms it. This is the common path and suits most visa and passport uses. On the state route, the Home Department, the University and Higher Education Department or GAD in Imphal is listed by the MEA as a designated authority. For a birth certificate the Home Department is the relevant one.
