Birth Certificate Apostille in Tamil Nadu Explained
In Tamil Nadu, birth registration is run by the public health system, and that shapes how a birth certificate apostille in Tamil Nadu works. The Director of Public Health and Preventive Medicine is the Chief Registrar, and local registrars sit in corporations, municipalities, town panchayats and primary health centres. INFINITYGRO Attestation moves your certificate from that registrar's signature to the MEA stamp.

Birth certificate apostille sample
Can a Tamil Nadu birth certificate in Tamil and English be apostilled? Yes. Bilingual certificates are common and the MEA stamps them as they are. The apostille only confirms the registrar's signature. If the receiving country works in another language, add a certified translation. Birth certificate apostille in Tamil Nadu through our Delhi route costs Rs 1,000 to Rs 1,500 per document, and courier is extra.
A registration system run by public health
Tamil Nadu places birth registration under its health department. The Director of Public Health and Preventive Medicine acts as Chief Registrar of Births and Deaths. Local registrars appointed by the state record each birth where it took place.
In rural areas, the Health Inspector at the Primary Health Centre is usually the registrar. Some government hospitals in village panchayats have their own registrar. In towns, Sanitary Inspectors or Executive Officers do this job, and city corporations run their own health wings for it.
Since 2017 the state has moved onto common Civil Registration System software, so most recent certificates are computer generated. Each one carries a registration number and the registrar's seal. That seal and signature are what a birth certificate apostille in Tamil Nadu ultimately confirms.
Copies are issued by the same office that holds the register. If you moved away from your birthplace, you still apply to that office, not to the one near your new home.

Add the child's name before you apply
A birth certificate without the child's name is a frequent problem. Tamil Nadu lets parents add the name free of charge within one year of registration. After that, the name can still be added within fifteen years of registration with a late fee of Rs 200.
The registrar who recorded the birth makes the entry and issues a fresh certificate. Apostille that new certificate. Foreign offices almost never accept a certificate that only says "male" or "female" in the name field.
Births that were never registered
Births should be reported within 21 days. A report after that falls under Section 13 of the 1969 Act, which sets extra steps and fees as the delay grows. Very old cases may need an order from a magistrate.
If the child was born abroad and the family later settled in Tamil Nadu, the registration is due within 60 days of the child's arrival. After that, the delayed registration rules apply.
Only once a certificate exists can the apostille process start. We cannot create or correct records. That stays with the registrar. Keep copies of every order and receipt from a late registration, as some foreign offices ask how the record came about.
Birth certificate apostille in Tamil Nadu: the two routes
Delhi route
We notarise the original, get it verified by an SDM in Delhi and submit it to the MEA. This usually takes 2 to 3 working days.
State route
The MEA list names the Under Secretary (Foreigners) in the Public Department, Chennai, as Tamil Nadu's authority for personal documents. After that verification, the certificate goes to the MEA.
Most families choose the Delhi route. Use the state route if a foreign office specifically asks for Tamil Nadu government verification.
Certificates from Chennai, Coimbatore and Madurai
Chennai births are registered by the Greater Chennai Corporation. Hospitals report the birth and the corporation issues the certificate. Births in suburbs outside the corporation limits are registered by the local municipality or panchayat.
Coimbatore City Municipal Corporation runs a public health wing that handles births inside city limits.
Madurai Corporation does the same for its area. Births in villages around Madurai or Coimbatore are recorded at the local Primary Health Centre.
From any city, courier the original to our Delhi office. We return it by Blue Dart or a similar tracked courier. No home pickup is offered.
Paper checks that save a second trip
- Original only. The MEA does not stamp photocopies.
- No lamination, since the sticker goes on the back.
- Parents' names should match their passports. If not, an affidavit is needed.
- Old handwritten certificates may need a new printed extract if the receiving office asks.
The 2023 amendment made the digital birth certificate a single proof of date of birth in India. Foreign offices still set their own rules, so confirm what they accept.
Destinations and translation
Parents use the apostilled certificate for a child's passport, visa, school admission or residence permit abroad. It is also used for citizenship by descent and OCI-related work overseas.
The UAE, Qatar, Kuwait and Egypt need MEA attestation and embassy legalisation in place of an apostille. See our embassy attestation service. China and Germany do not accept India's apostille. For Tamil text going to a non-English country, ask about certified translation.

Tamil Nadu birth certificate apostille FAQs
My certificate was issued by a Primary Health Centre. Is that valid?
Yes. The Health Inspector at a PHC is a legal registrar in Tamil Nadu. The apostille process is the same as for a city certificate.

Can you apostille a Puducherry birth certificate too?
Yes, through a similar route. See the Puducherry birth certificate page.

Yes. Each MEA apostille has a unique number that the receiving office can check online. More on this in our MEA apostille guide.
How long will the whole process take?
The Delhi route usually takes 2 to 3 working days once your original reaches us. Add courier time in both directions. The state route through Chennai can take longer, as it depends on the Public Department's queue.
