Getting a Birth Certificate Apostille in Kerala

Kerala has one of India's oldest habits of registering every birth, so most families can get a birth certificate apostille in Kerala without first chasing a missing record. Certificates come from the local body where the child was born: a grama panchayat, a municipality or a city corporation. INFINITYGRO Attestation takes the original through notary, SDM and the MEA and couriers it home.

Quick answer

Which Kerala office signs the birth certificate that gets apostilled? The registrar of the local body where the birth happened signs it. For a corporation that is the Health Officer, for a municipality the Commissioner, and for a panchayat the officer named as its registrar. A birth certificate apostille in Kerala then checks that signature through notary and SDM before the MEA stamp.

Local bodies keep Kerala's birth records

Kerala ties civil registration to its local self-government institutions. Notifications made under the 1969 Act named the Director of Panchayats as Chief Registrar and the District Panchayat Officers as District Registrars. Today these posts sit within the unified Department of Local Self-Government.

At the local level, the 1970 notifications named the Health Officer for each corporation, the Commissioner for each municipality and the executive officer for each panchayat. Guruvayur Township and the Kannur Cantonment had their own officers.

So the name and seal on your certificate will be that of a local body. That is the signature the apostille chain relies on.

Hospitals report births to the registrar of the local body where the hospital stands. A child born in a Kochi hospital to parents from Kottayam will therefore have a Kochi certificate. Keep this in mind if you need a fresh copy.

K-SMART and older certificates

The Department of Local Self-Government now runs K-SMART, a single online platform built by the Information Kerala Mission. Birth and death registration is one of its modules. It went live first in corporations and municipalities and was then extended to grama panchayats.

A K-SMART certificate is fine for apostille once printed and signed as the registrar issues it. Families with older certificates should check the condition of the paper. Faded or handwritten copies are often questioned abroad. A fresh extract from the same local body solves this.

The MEA will not stamp a photocopy, a scan or a laminated certificate.

Adding the child's name later

Many Kerala certificates were issued before the child's name was decided. Rule 10 of the Kerala Registration of Births and Deaths Rules, 1999 lets a parent give the name to the registrar within twelve months. After that, a name can still be added within fifteen years of registration with a small late fee. The parent shows the existing extract and the registrar endorses the name.

Do this before the apostille. Foreign passport and visa offices almost always reject a birth certificate without the child's name.

Why Kerala families need the apostille

The most common reason is a child's passport or visa application abroad. Parents working in Europe, the UK or Australia often need the child's birth record stamped before the child can join them.

  • Dependent visas and residence permits for children.
  • School admission in another country.
  • Citizenship by descent, where a parent's birth record proves the link.
  • OCI-related paperwork handled abroad.

A birth certificate apostille in Kerala serves all of these. The receiving office may also ask for a parent's birth certificate, which is a separate document with its own fee.

Check the list from the embassy or employer before you courier anything. Sending everything at once saves a second round of courier charges.

Families in Kochi, Thiruvananthapuram and Thrissur

In Kochi, birth certificates are issued by the Kochi Corporation or by the many municipalities around it, such as Aluva or Thrippunithura. Check which body's name is printed on top.

Thiruvananthapuram families hold certificates from the city corporation. Births in nearby towns are registered by the local municipality or panchayat.

Thrissur Corporation runs its own birth and death section. Clients from panchayats around Thrissur get certificates from their panchayat office.

All clients courier their originals to Delhi. We do not collect from homes.

Malayalam text, Gulf countries and translation

Many Kerala certificates carry Malayalam alongside English. Countries that work in another language may ask for a certified translation. We arrange translation in all major languages.

A large share of Kerala families live in the Gulf. The UAE, Qatar and Kuwait do not accept the apostille, so a birth certificate for those countries needs MEA attestation and embassy legalisation. See our UAE attestation charges. Saudi Arabia, Oman and Bahrain accept the apostille.
