The State Board of Technical Education, Kerala
Kerala's polytechnics run under the Department of Technical Education. Their exams are held by the State Board of Technical Education, which works from the Office of the Controller of Technical Examinations at Kaimanam, Thiruvananthapuram.
The department's exam manual gives the Joint Controller the job of verifying genuine certificates, mark lists and grade cards. It also has rules for issuing duplicate mark lists. If your diploma is lost or damaged, apply to the board for a replacement before you start the apostille.

Private institute diplomas and the NORKA list
Many Kerala diplomas come from private institutes, not polytechnics. Aviation, hospitality, safety and management diplomas are common examples. These are harder because no state board signs them.
NORKA-ROOTS has a procedure for this. A recognised private institute applies, its records are inspected, and approved courses are added to a published list. Certificates from listed courses can then be authenticated at NORKA's centres in Thiruvananthapuram, Ernakulam and Kozhikode. The list includes certain aviation, IHRD and technical diplomas.

Diploma certificate apostille in Kerala: the sequence

Kerala nursing diplomas for work abroad
GNM diploma holders from Kerala are in demand in the Gulf, the UK and Ireland. The diploma itself is apostilled like any other. Foreign nursing regulators often also want a separate registration check from the Kerala Nurses and Midwives Council, sent straight to them.
Start the council request early. It runs alongside the apostille and does not replace it. Some regulators also ask for experience letters, and those are separate documents with their own fee.
ITI certificates under NCVT or SCVT are also common among Kerala technicians going to the Gulf. They are apostilled as separate documents.
When the board must act first
Some diplomas cannot go straight to a notary. A few common cases:
- The diploma is lost, and you need a duplicate from the State Board of Technical Education.
- The name, date of birth or branch is wrong on the certificate.
- The polytechnic closed, and only the board holds the records now.
- A foreign employer asks for a genuineness letter from the board itself.
In each case the board's exam office at Kaimanam is the place to apply. Once you have a correct certificate in hand, the apostille steps are the same as for any other diploma.

- Kochi: Marine, mechanical and electrical diploma holders, often heading to shipping or Gulf jobs.
- Thiruvananthapuram: Close to the board's exam office, which helps if you need a duplicate or a genuineness letter.
- Thrissur: Nursing and paramedical diploma holders.
