SCTE&VT: one council for diplomas and ITI
SCTE&VT was set up in November 1976 and works from Bhubaneswar. It conducts examinations, publishes results and awards the diploma after the final exam. SCTE&VT offers online services for duplicate certificates, document verification and migration certificates, and it provides a DigiLocker facility for certificates. If your diploma is lost or damaged, apply for a duplicate before you start the apostille. Only an original can be apostilled.
Some foreign employers ask for direct verification from the council. That is separate from the apostille. If you are asked for both, tell us at the start.

ANM and GNM papers from ONMEB
The Odisha Nurses & Midwives Examination Board conducts nursing examinations, issues mark sheets and certificates, and processes migration for passed-out students. It also affiliates ANM, GNM and post-basic diploma courses.
ONMEB also handles rechecking and re-evaluation for affiliated institutions. If your result was revised, make sure the mark sheet you send is the latest one issued.
Nurses applying abroad usually need the diploma, each year's mark sheet and the state registration. Each is a separate document. ONMEB's migration service matters if you plan to study further in another state or abroad, since a migration certificate is a separate paper that some universities ask for.
