Which council issues polytechnic diplomas in West Bengal? The West Bengal State Council of Technical and Vocational Education and Skill Development, based at Karigori Bhavan in New Town, Kolkata, conducts diploma exams in the state's polytechnics. A diploma certificate apostille in West Bengal then follows the Delhi route of notary, SDM and MEA, or the state route through the Home Department in Kolkata.
The State Council and its older names
The present council was formed after a 2015 law merged two earlier bodies: the West Bengal State Council of Technical Education and the West Bengal State Council of Vocational Education and Training. It works under the state's Department of Technical Education, Training and Skill Development.
This history matters for older diplomas. A certificate from before the merger carries the old council's name. It is still a valid paper. The issuer printed on it is the body that can answer questions about it.
Diplomas from government and private polytechnics across Bengal fall under this council. That includes long-running institutes in and around Kolkata as well as newer polytechnics in the districts. Your polytechnic's name may be printed on the certificate, but the council is the issuer.
The council publishes semester results, and each semester has its own mark sheet. A three-year diploma usually has six. Lateral-entry students have fewer.

Nursing diplomas and registration in Bengal
The West Bengal Nursing Council works under the Bengal Nurses Act, 1934. It conducts nursing examinations, issues qualifying and registration certificates and keeps the register of nurses. Registration certificates are renewed every five years.
A nurse applying abroad usually needs the GNM or ANM qualifying certificate and the registration certificate. If your registration has lapsed, renew it before starting the apostille, since a foreign regulator may reject an expired paper.
Some overseas regulators also ask for a verification of registration sent directly from the council. That is a separate request to the council and does not replace the apostille.
ITI certificates from Bengal
Industrial Training Institute certificates come under NCVT or SCVT. Many electricians, plumbers and welders from Bengal take Gulf contracts with these. Check the certificate type and include the mark sheet if your recruiter asks for it, since each is a separate paper.
