The council's result notices list seven polytechnics. These are Rajiv Gandhi Government Polytechnic in Itanagar, the Government Polytechnics at Namsai, Roing, Pasighat, Dirang and Laying, and Tomi Polytechnic at Basar.
Each of them teaches the course, but the council runs the examinations and publishes the results. So the signature on your final diploma traces back to the council. The verifying officer checks that signature, not your polytechnic's stamp.
If you studied outside the state on a reserved seat, your diploma comes from that other state's board. In that case the issuing state's board is the one to verify.

Itanagar or Delhi: choosing a path
Through Itanagar. The MEA's list of designated authorities includes the Director of Higher and Technical Education, Itanagar. That office sits above the council, which suits a diploma well. Choose it when a foreign employer wants proof that the state has checked the document.
Through Delhi. A notary attests the original and the SDM in Delhi verifies it. This path works for educational documents from any state and is usually the quicker one.
Both paths end at the MEA. You cannot hand documents in yourself, because the MEA takes them only through authorised centres.

Nursing diplomas such as GNM and ANM are linked to registration with the state nursing council. Overseas employers often want both the diploma and the registration certificate. The two are apostilled one by one.
ITI holders have certificates under NCVT or SCVT. The NCVT certificate is a national one. The SCVT certificate is a state one, issued through the state's training directorate. We verify whichever applies to you.

Diploma holders who went on to a degree
Many diploma holders in the state join a B.Tech programme through lateral entry, often at NERIST or NIT Arunachal Pradesh. If you hold both, decide which one the receiving office needs. An engineering regulator may ask for the degree, while a technician job may need only the diploma.
You can apostille both. Each is verified against its own issuer. The council's signature is checked on the diploma and the university's signature on the degree. We handle them in the same file so the courier cost is shared.
Destinations and the right document
Saudi Arabia, Oman and Bahrain accept the apostille, as do the UK, USA, Canada and Australia. The UAE, Qatar, Kuwait and Egypt do not. They want MEA attestation plus embassy legalization, explained on our UAE attestation fees page. China and Germany also refuse India's apostille.
If your job offer is from Saudi Arabia or Oman, the apostille alone is enough. That saves the extra step of embassy legalization. Always confirm with the employer, because a few sponsors still ask for specific stamps on top of the apostille.
